Innovation Challenge 2023 - Generative Artificial Intelligence Applications
The Innovation Challenge 2023: Generative Artificial Intelligence Applications (Generative AI Challenge) sought creative solutions that use Generative Artificial Intelligence technology to address challenges in the following streams:
- health and medical research
- health and medical innovation
- healthcare service delivery
- health and medical education and training.
The Generative AI Challenge comprised the following:
- Stage 1 - funding of up to $50,000 awarded to up to twenty projects to undertake activities, within a 6-month period, to test the feasibility of a proposed solution in one of the four above streams.
- Stage 2 - funding of up to $500,000 awarded to up to four of the Stage 1 projects, one in each stream, to fully develop their solution and implement this in WA, within a 12-month period.

I am developing novel AI algorithms. They are not based on deep neural nets but do generate interpretable explanations. Is this within scope of the Generative AI Challenge?
The Generative Artificial Intelligence (AI) Challenge Guidelines and Conditions state that: Generative AI refers to a category of AI algorithms that generate new outputs based on the data they are trained on.
The appropriateness of any proposed Generative AI solutions that are presented for Stage 1 funding will be considered through a competitive assessment process undertaken by an independent expert review panel.
The Minimum Data Form asks for Peer Review Areas for the application. I cannot find any relevant areas. Can I leave this blank?
With regards to the Peer Review Area, which refers to the National Health and Medical Research Council (NHMRC) Sapphire Knowledge webpage. The Minimum Data Form should have included an ‘if applicable’ option for this section. We ask you to disregard this section in the Minimum Data Form. Applications will be accepted if this section is left blank.
I am not sure who to list as the Responsible Entity. Are you able to help?
The Responsible Entity is the entity that will be accountable for the governance and financial management of any funding awarded. The term ‘Administering Institution’ was previously used, but to avoid confusion with the initialism for ‘Associate Investigator’ (which is used by the National Health and Medical Research Council) and to better reflect that non-academic entities may administer funding, Responsible Entity has been adopted across FHRI Fund Programs.
The Generative AI Guidelines and Conditions require that:
- the Responsible Entity has an active Australian Business Number
- the Responsible Entity has a physical and operational presence in WA
- the funding does not constitute the entire financial base of the Responsible Entity.
If you will be undertaking the activity through your employer or education institution and have their certification that they will manage any funding awarded, then where they meet these requirements, it would be appropriate to list them as the Responsible Entity.
If successful we will engage a contractor to develop the AI algorithms. Should we name the contractor as the Activity lead?
The Activity lead will be responsible for coordinating the Activity and ensuring its timely execution. If it is intended that the contractor will take on this responsibility, the eligibility criteria in Generative AI Guidelines and Conditions must be met, including that the Activity lead:
- has a position or title at the Responsible Entity for the period of the Activity.
This requirement will only be met if the contractor is provided a position or title at the Responsible Entity.
In the case where the contractor does not have a position or title at the Responsible entity, then it would be appropriate to select an employee of the Responsible entity as the Activity lead.
